'Domestic Urban' or 'Domestic Rural' refers to what type of electricity customer you are:

1. Domestic refers to all non-business users
2. Urban or Rural is determined by the location of your property, and it’s assigned by ESB Networks.

Rural customers pay a higher standing charge as it costs more to supply electricity to properties further away from the network. There is no difference in unit rates.
